  1. Water:  D-H20, reverse osmosis.
  2. Transcutol-CG:  Diethylene Glycol is an effective formula stabilizer with marked penetration enhancement characteristics.  Transcutol-CG has a marked penetration enhancement coefficient greater than either propylene glycol or butylene glycol.
